What makes Xfce so good?

I keep hearing this kind of thing, but is there any desktop environment that
*doesn't* let you run arbitrary apps, whether they're based on KDE/Qt,
Gnome/gtk, tk, motif or whatever? (Not applets, though - they are by and
large unique to a particular environment.)
