exit dialog

I really *love* the work done on this 4.1.99.2 release :)

Just one minor detail I would like to configure: when I hit the exit
button in the panel the options to reboot or shutdown the computer are
disabled in the dialog, what should I change to have these enabled for a
non-root user ?
