How do you specify a staring point on the screen for new windows?

Folks,

How can I go about specifying (on a universal basis) where a window is to open on XFCE4? I have set the workspace margins, which take over nicely when I try to set a window to full screen. But when a window first starts, it does so in beneath Gkrellm, which I have in the same location from session to session. I'd like to have windows start somewhere around 70 pixels in from the left side.
