xfwm4 final and too many workspaces

As I've said a few times, the only portion of XFce4 that I'm running is the
window manager - nothing else! So, I've not got the desktop or the panel, or
the settings manager (certainly no way to launch it!).

However, I've got the workspaces thing sorted out (why, BTW, is there a
"workspaces.xml" file with a setting for this if it's ignored?), although I
could still do with guidance on the keythemes file (like, where should it
go?).

FWIW, it's probably worth having some guidance about running the WM only - I
can't be the only person doing this, because xfwm is so nice even if you
prefer other environments.
