Right click on the desktop and scroll to "settings" then "all 
settings".Click "User Interface".You will be confronted with a selection 
of themes under "Select Theme".

You can also access the "XFCE Settings Manager" from the panel or by 
typing "xfce-settings-show" at a command line.
