XFCE4 RC3, the user interface themes are missing

These are GTK+ themes. You are missing the 'gtk-xfce-engine' package. You can
also get GTK themes from many other sites like themes.freshmeat.net,
art.gnome.org and more. I use Ximian's industrial theme which has a matching
gtk1 theme too.
