no panel after 4.0 apt install

Yesterday, I finally installed apt4rpm on my (SuSE 8.2) machine. I
downloaded xfce4 first, one minor problem, fixed when I linked
startxfce4 to xfce4, it was linked before, interesting an upgrade would
remove a link.
the next thing I did was to use apt to get qinternet and update gpg I
then proceeded to start playing with xfce, checking settings, new add
ons, etc
the only changes I made to the panel was to remove the launcher for
kinternet, and replace it with a trigger tied to qinternet. i then
logged off for a few hours.
when I returned,, and logged in, the panel no longer loaded. how can I
fix this? i've already checked settings, it looks good there
