Settings Manager -> User interface (for gtk2 themes-buttons, menus,...)
and Settings manager->Window Manager for WM themes (window borders).

It's taskbar. Go to Settings Manager-> Taskbar and there you have
options for position, should it display tasks from all workspaces or
not, desktop pager, etc.
