My guess is that when the window gets smaller than the icon, the icon
will not be displayed. Vertical+Tiny is simply the only configuration
for which this happens. 

Similar to this, the pager will show larger icons when the panel is
larger, if they fit in the window (try horizontal+large+maximized
window).
