Maybe that's a libranet problem; IceWm starts instantaneously on my
machine. Two things missing from my standpoint:
1) No "Run" function like xfrun.
2) No session manager to restart automatically.

Speaking of session managers. I haven't tried xfce4 in a couple of
months. Any signs of a session manager yet? Sorry, before you ask, I
don't have the ability to code up a session manager and offer it to the
group.
