Shortcut keys

Hello,

I've been using xfce exclusively for about 6 months
and am very pleased. Even a 32Meg 486 runs smoothly
with xfce as the window manager.

One thing I don't know how to do is to get some
shortcut keys to work with my applications.

For example, the opera browser uses control-F7 to
toggle the scroll bars.  When I try control-F7 nothing
happens.  However other keyboard shortcuts, like
control-F11 to go full-screen, work fine.

So there must be something I need to specify to let
the application use certain keyboard shortcuts.  Can
someone help me figure this out?
