Well I don't know what's starting it:-

    bash-2.05b$ grep taskbar .*
    .bash_history:taskbar
    .bash_history:which xftaskbar
    .bash_history:which xftaskbar4
grep: .vilesock: No such device or address
    .xinitrc:# xftaskbar4&
    bash-2.05b$ grep taskbar .*/*
    grep: ../moz: Permission denied
    .xfce4/xinitrc:# xftaskbar4&

... but:-

bash-2.05b$ ps -ef | grep taskbar
chris 11096 11052 0 22:55 ? 00:00:00 xftaskbar4

So who/what is starting xftaskbar4 ??? (I have exited and restarted)
