transparent menus?

I'm not exactly sure what transparent menus are, but what I'd love to see is a 
way to define a toolbar icon in such a way that it calls a menu without 
running an application. I would then choose the application to run from 
within the menu. I know I can attach a menu to an icon that runs an 
applicaiton. I'd just prefer to be able to have an icon call a menu instead 
of just an application.
