Open a terminal.

As root type "ln -s /usr/bin/startxfce4 /usr/X11R6/bin/XFce4"

Open the KDE control center, in Administrator Mode, go to System 
Administration, Login Manager.  Go to the Sessions tab.  Under Session 
Types, type XFce4 and click on Add New.  AFAIK, there is no way to set 
a default wm, but KDM remembers a user's last choice.
