The greyed out "Desktop Menu" is just the title. Try editing 
.xfce4/menu.xml or menudefs.hook. or see 
http://drip23.drizzle.com/download.html for example menus including a 
menumaker menu. Menumaker will do kde and gnome and a whole slew of 
other stuff, and supports xfce4.
