XFCE 4.01 Menu

I'm not sure, but it sounds to me you are referring to the menu title
'Desktop menu', which is supposed to be greyed out. There is no support
for gnome/kde menus currently.

MenuMaker has been known to work for many people, so I'm not sure what
is wrong there.
