3.8.16 is the stable version. 3.8.18 is an update to the stable tree
that is currently still in CVS. However, it is in wide use and is rock
solid and is the de facto stable version.

It is expected to be released any day now. You can install it now by
checking it out of CVS or by downloading a cvs snapshot from
www.xfce.org.
