i suspect your icon files are in
/usr/local/share/xfce
but xfce looks for them in /usr/share/xfce

if you have /usr/local/share/xfce but not /usr/share/xfce, i'd suggest:
	# ln -s /usr/local/share/xfce /usr/share/xfce
then restart xfce
