xfce without xfwm?

you can start the program xfce (which is the xfce panel) in any window 
manager, for example by running
	xfce &
in an xterm or via autostart / (.xinitrc?! /)  session management.

so i would suggest that you start the window manager you want to start and 
afterwards run xfce.
