CTL-Fn works just fine for me, but it doesn't give me any advantage
over clicking in the panel to switch desktops. When I switch, the
window I want still isn't raised. I have to click there to enter the
window.
That's why I like the new taskbar arrangement so well. When I select
a window via the taskbar, the window is raised and I can start keying
immediately.
