Cannot scroll virtual terminal

I'm quite puzzled on this situation. I upgraded to xfce-3.8.16 on the
second workstation, then ran 'xfce_upgrade' for users on that host. All's
fine, except that there is no scroll bar and 'thumb' on the virtual
terminals (xterms). Isn't that strange?

Actually, the scrollbar is there, but there's only a dark area at the
bottom (when a command such as locate overflows the space), and the cursor
shows either a single-ended or double-ended arrow when placed there, but
there's nothing to move.

I've not run across this before so I have no idea what to do. Apparently,
I have neither eterm nor aterm installed on that box, but xterm should give
me the ability to scroll up and down in the window.

Thanks,

Rich
