Am I stupid or is this a taskbar bug?

Did you download xfce directly from CVS or use CVS-snapshot? The last one
could be not updated yet. Please check the $XFCE_ROOT/xfce/configfile.c
file. If it does not contains XFCE_TASKBAR text you are using wrong xfce CVS
snapshot.
