errors when starting XFce: invalid string constant "xfcebar_taskbar4"

Which version? 3.8.16 (without taskbar) or 3.8.18 (with taskbar)?

It looks, as you have an entry for the taskbar of xfce 3.8.18 in your
gtkrc, but your are running xfce 3.8.16.

Try to delete the line 231 of your .gtkrc (backup!).
