3.8.18 with taskbar support

configure --enable-taskbar IIRC, but I doubt that the Gentoo build
really doesn't have a taskbar since none of my efforts to GET RID of the
damn thing with --disable-taskbar have been effective. I'm sticking with
3.8.16 at least partially because of this. So make sure it isn't just
hidden, or hanging off the bottom of the viewable area.
