By default the Restart function is in the pop-up menu (left-click on the
root window), submenu "Quit XFwm". The one called "Restart" :) (another
one is "Quit").

And if you want to get a clean start, meaning "get rid of old session if
any", just log out (shutdown XFCE/xfwm) first, login from console (no X)
or using another window manager, and then delete (or move) file
$HOME/.xfce/xfwm-session. Also you may wish to check your $HOME/.Xdefaults
file (if any) to see maybe there are few lines for xfpager there too.
