[Xfce-i18n] Confusing instructions on the web site

Probably because you are already a member? New accounts get error 403 trying to view it.

Now I can see that page, but there is no control to request a new language there.

Probably the site instructions refer to the older Transifex site?

I would like to request a new language with the code 'ie', if this is possible.
