The only member that was in ca-ES team is already a member of ca.
What's the benefit of adding "ca at valencia" team? Wouldn't it likewise 
cause an effort duplication?
If the strings are to be the same, then I guess it should be handled by 
our script that takes care of transifex synchronization.

@vinz please let me know if there was a valid reason to that locale, so 
I may undo its removal.
I hope you are double-checking with requesters why they wish to add a 
language variant, I mean if it is indeed necessary (ask for references) 
or they just didn't find the correct language team.
