[Xfce-i18n] Thai translation

Hello,

I have switched to Xfce for a while and have been happy with it so far.
As the Thai translation coordinator for GNOME and Debian, I would like
to apply my experience to Xfce, too.

I'm still learning Transifex. So, I'd like to join Thai team as a translator
for now and grow up with it.
