There is no POT file available on the xfce4-cellmodem-plugin page: https://translations.xfce.org/projects/p/xfce4-cellmodem-plugin/c/master/ The obvious workaround is to download an already translated po file there, and to adapt it. But that's not ideal, because then one tends to start translating msgid's instead of msgstr's.
