[Xfce-i18n] Xfce4-panel, no localisation in context menu (tasklist)

Hello,

I am the Xfce Kazakh translator.

I've translated xfce4-panel completely, but I still have english menus, when
click on tasklist in panel.
I have this situation in both Xfce 4.6.2, and git versions.

PS: Xfwm4 is translated too, if that helps.
