[Xfce-i18n] outsourced translation teams

Hi Danishka,

You have to prove that you are actually an active translator in some
way, otherwise there is no need into being an actual coordinator, you
don't need to justify it via the Xfce project but can show off with
third-party projects.

The Sinhala contribution in Xfce is small and was sent by Rashan
Anushka. Can you discuss this privately? Rashan is CCed. @Rashan,
seems you never properly registered on Tx, if you need help ring the
bell.

By the way, the team Sinhala was missing from Tx, it's fixed now[0].
@Danishka, I added you as member of the team, now you can submit,
upload and edit translations :-)
