[Xfce-i18n] How adding a new language?

This is the explaination to send your translation so that we can distribute it 
with the source.

I'm a little lost, your english isn't perfect. Did you already start 
translations, do you have translated po files ready to send? If yes make a 
tarball (put all the translated files in an archive) and attach it here, or on 
a file upload web service.
