[Xfce-i18n] How adding a new language?

Hi!
I like start a new Asturian language Localization.
About this language: http://en.wikipedia.org/wiki/Asturian_language.
The language code is "ast":
ISO 639-1 -> None
ISO 639-1 -> ast
ISO 639-1 -> ast
I readed this howto: http://i18n.xfce.org/wiki/new_language
But I don't know how can I do it for update the languages list or how
upload the .po files.
Can anybody help me, please?
I think is this step for create/translate in the start localization?:
Make an archive of the translations with the command “tar czf
archive-name.tar.gz pot-snapshot/”
Join the archive to the mailing list, we will do the initial commit for you
But the proccess it isn't entirely clear to me :$
Must I add the language editing the wiki?
