[Xfce-i18n] Leng Ganghua (Hiweed): A New Chinese Translator

I have looked around, and actually I don't see any translation updates
for Chinese (Simplified) which is iso code zh-tw. I only see in the
recent updates translations for Chinese (Traditional) eg zh-cn.

You are now in the translators group and you can update translations
and lock files as you wish. Don't forget to update your Tx profile
(click your username in the top right corner of the page) with your
realname, otherwise the commits won't succeed.
