[Xfce-i18n] German translation of xfce4-settings

Hey,

found some more time for translating and patch-preparation...
So, second try for an initial German translation of xfce4-settings.

Try "touch trunk/po/de.po && svn add trunk/po/de.po && gunzip
xfce4-settings-german.diff.gz && patch xfce4-settings-german.diff"
inside of xfce4-settings folder for committing :-)
