[Xfce-i18n] about the problem of zh_CN web pages can't show up

Sorry to disturb.
Finally find it's a bug of the web site. Here is bug report:

Below is the solution:

changing this line in index.php

-$userlang = substr(trim($_SERVER["HTTP_ACCEPT_LANGUAGE"]), 0, 2);
+$userlang = trim($_SERVER["HTTP_ACCEPT_LANGUAGE"]);

Someone has already commited it. I just want it apply. I'm so eager.
