Why from scratch? Did you lose the file? You might already know this but
you can just update your svn of xarchiver (you need the full trunk, not
just the po directory), make sure de.po holds the changes you've already
done (just copy it over after the svn update) and run 'intltool-update
de' to update the strings.

Anyway, you can just send the updated file to this list and I'm sure
Daichi or someone else will commit it.
