Yes (it takes a day however).

Right, it's for developers and die-hard users/translators.

You can translate them as well, but please complete 4.2 branch
at first, because user gets version 4.2.3 (4.2 branch) instead
of 4.3.0 (trunk) in the next release if I am not wrong.
