you start by contacting the spanish translator(s) if any. Then you  
download the appropriate .po(t) files and start/continue translating.
"Good tools" depend on what you think is good. There are several apps  
for editing gettext catalogs:
* PoEdit (uses WxWidgets)
* Gnome-translator (if I remember the name correctly), uses GTK+GNOME
* kBabel, uses Qt+KDE
* vim, uses nothing. :D
* probably some others....
