I don't know the background about it, but to me if the translation was
started by Xfce team and then Zuza did some updates/addons they should
be mentioned as contributor. I'll put like:

I see no issues there. Debian policy just requires the software or
work to have a DFSG compliant license. Copyright holders can be one
ore more.
