[Xfce-i18n] Hello all, new user looking to contribute

It would be quite useful to pull those instructions from the forum and
place them amongst the documentation published on the site. It would
be the maintained resource to use rather than having interested
parties follow threads that might contain outdated info. Any interest
in this?
