[Xfce-i18n] No Hebrew in some places

I translated xfce4-panel/contents.xml.he and xfdesktop/menu.xml.he and 
they were inserted to the CVS (two days ago). But, in beta2 I see 
English in the panel tool tip and the desktop menu.

The xfce4-mixer is half in English. I don't know why, because almost all 
the English strings were translated.
