Don't be afraid to ask.

There is indeed an option for xfwm4 to solve this, I believe it was
added for Maya in the first place, but it is hidden. 

In ~/.xfce4/xfwm4rc (create it if necessary) add 'easy_click = false'.
Then 'killall -USR1 xfwm4' should do the trick.
