I think i found a problem source.

It's all because systemd didn't start MDM automatically, and system booting
hangs, and i had to start MDM manually from virtual tty console, and that is
why the session was, somehow not enough authorized to do power and disks
management.

As workaround i switched to use LightDM instead MDM, and it starts fine, and
prompts gone.
And systemd is evil.
And modal windows too.
