That's not completely true. There's xflock4, and xfce4-power-manager is able to
lock the screen at suspend/hibernate time.
Since the bug was reported against xfce4-session I assume that the original
poster used the logout screen (which shows suspend/hibernate buttons), but it'd
help if he could provide that information.
Right now the suspend/hibernate is done by xfce4-session, which supports either
upower/devicekit-power or hal. Since there's no version information we can't be
sure which one is used (hal in stable, upower in testing/unstable), but in
either way, none of them lock the screen. This should be improved in 4.10 (or
4.12) with the suspend stuff delegated completely to xfpm, which has the lock
setting.
