Also please keep in mind that xfce does not deal with passwords itself, nor
does it provide any screensaver/screen lock mechanism.
The password prompt on resume is the handled by the screensaver, which should
be triggered via DBUS. Checking the output of dbus-monitor on the session bus
while suspending then resuming may help here I guess.
It might also depend on what screensaver you actually use, and how you
configured it.
