[Thunar-dev] can't create shortcuts on the xfce desktop.

When allowing xfce to manage the desktop, if I right click drag a file to
the desktop it just copies it there.  It doesn't give the option to
link/move/copy.  Not sure if this is a bug and sure one can do it all within
thunar to the actual desktop folder, but I think it's more intuitive to be
able to make shortcuts directly on the desktop as that's a frequent use of
desktop for a fair amount of users.
