[Thunar-dev] Create File

Why not just - (1) check if the Nautilus Templates folder is present,
(2) if it is, use it; if it isn't, create a new one (could be
~/.Templates, Thunar/Templates, or whatever, just not a visible one in
the user directory) and use that one.
