I'm not sure this is a big issue.  There may be a learning curve
involved, but users need to understand that "trash" and "delete" aren't
the same thing, and "trash" actually does keep around a copy of the file
for later recovery, and it's not really gone until you empty the trash.

There should be an easy way from the GUI to switch between doing "trash"
and "delete" on the fly.  E.g., Windows Explorer trashes by default, but
will delete if you hold down shift while performing the delete action
(pressing delete key, selecting delete from the menu, etc.).  I'm not
saying that's the best way; just giving an example.  It would be nice if
there was some kind of visual indication while you're performing the
action, which is lacking on Windows.  At least there's a delete
confirmation dialog.

There should also be a global disable for people who just don't want a
trash, period.

I dunno... maybe one of our usability guys on the list here could chime in.
