Taking the consistency theme one step further, logically this should be 
tied to the 'execute'[1] behavior of a folder. If executing a folder 
opens a new window then DnH (Drag n Hold) should open a new window and 
vice versa. If the 'execute' behavior is controlled by a User Preference 
then the same preference applies to this.

It's important to note that this should not affect simple DnD at all. A 
simple DnD should do a move as expected.

[1] I refer to 'execute' because I wanted to know: single-click to 
execute or double?
